Dog boarding & daycare in Philadelphia

Philadelphia is Tier A: a real, joinable Pennsylvania kennel register, and 17 of the 25 crawled facilities carry an open license on it. Only two of the 22 reviewed sites say whether a person is in the building overnight, and both say no.

Philadelphia is a Tier A market, the second in this index after Colorado. Pennsylvania's Dog Law requires a state kennel license for any 'boarding kennel' -- a term the statute stretches past overnight stays to cover any establishment that, for a fee, 'takes control of a dog from the owner for a portion of a day for the purposes of exercise, day care or entertainment,' with only pure grooming or training businesses carved out. The Department of Agriculture's Bureau of Dog Law Enforcement licenses these facilities and inspects each one at least twice a year, and it publishes a live, filterable public search of every record: license number, status, class and an inspection-date history with downloadable reports. We filtered that search to Philadelphia County, read all 111 results, and matched them by name and address against our 25 crawled facilities. Seventeen matched an open license. One -- Dog School, five Philadelphia addresses, every one 'Closed - Voluntarily' on the state register -- corroborates what the operator's own site already says: it shut down permanently as of May 2026. Z Dog Daycare's record shows sixteen inspections since 2019, about twice a year, exactly the statutory floor. Eight facilities produced no match, which the record means literally: no record found under the names we searched, not that anyone is unlicensed. Two of those eight, Opportunity Barks (training) and Le Pink Pooch (grooming), may sit outside the boarding-kennel definition entirely.

The city itself adds nothing on top of the state layer. Philadelphia's Health Code and ACCT Philly cover individual dog licensing -- the reason a Philadelphia dog owner gets a license from the city rather than the state -- but the carve-out in the Dog Law for that specific function is the only place Philadelphia is treated differently from any other Pennsylvania county, and it says nothing about commercial kennels. A parallel exemption for kennels in cities like Philadelphia once existed and was deleted from the law in 1996. The state register is the whole regulatory picture here, and an open license is a fact about a filing, not a safety score: nothing in the Dog Law sets a staff-to-dog ratio, a group size cap, or a rule about who is in the building at night.

That gap is exactly where these facilities go quiet. The index holds 29 Philadelphia listings; we crawled 25 and reviewed every field the crawler produced for each. Two facilities say whether a person is on site overnight, and both answers, read closely, are no. Wag Watch's FAQ states plainly that 'the first person arrives at 6:30am or 6:45am ... and the last person leaves at 10pm, 365 days per year' -- boarded dogs are covered by in-room cameras streamed to staff, not a person in the building. Little White Dog's FAQ is more of an upsell: 'Does someone stay with my dog overnight? Only if requested or suggested! Your pup can stay with one of our handlers ... for $20 each night' -- the base rate buys an empty room. The other 20 reviewed sites say nothing, which puts Philadelphia's 9.1 percent answer rate just above Orlando's 8.9 and below Dallas's 13.7 and Chicago's 16.4 -- a smaller market with proportionally the same silence.

The same silence holds for the numbers owners actually want. Only Little White Dog publishes a staff-to-dog ratio -- 'our staff-to-dog ratio is 1 handler per 15 dogs' -- the single figure in the market. Nobody publishes a maximum group size, a stated capacity, or a rule about veterinary access -- three fields, zero disclosures, across every reviewed site. Two describe what happens after an injury, and both are Doggie VIP's two Philadelphia locations, templated off one boilerplate incident-and-liability policy. One, Camp Bow Wow Philadelphia Northeast, states its play model outright -- 'all-day open-play experience we call CampLife' -- and it is the only site in the market to do so. One, Wag Days, offers a one-on-one alternative to group play for a dog that does not do well with others.

Vaccines are the one field this market discloses more than any comparable city we have indexed: 65.2 percent of reviewed facilities publish something about vaccine status, against 35.8 in Dallas, 31.3 in Chicago, 45.6 in Tampa and 35.7 in Orlando. The reason is visible in the copy itself. Z Dog Daycare's site states 'By PA State law, all dogs in boarding, doggy daycare, and walks must have current Rabies, Distemper & Bordetella ... before arriving at our facility,' and Just4Paws cites the same law by name for its rabies requirement. Twelve of the sixteen facilities that address vaccines at all require the same three -- rabies, distemper/parvo and Bordetella -- outright; two, Dog Dayzzz and Z Dog, also require canine influenza, and Scallywags is the only facility to require leptospirosis. Only three give a specific pre-arrival window for Bordetella -- Doggie VIP's two locations say seven days, and Heart + Paw's Northern Liberties location recommends the same after a first dose. Fourteen state a spay/neuter requirement, most commonly at six months though ages given range as high as twelve, and fourteen require some form of trial or evaluation day before a dog is admitted -- The Dog Alley, both Doggie VIP locations, Dog Dayzzz, Wag Watch and Camp Bow Wow call theirs free.

Pricing is the one gate this market does not clear, and it is worth saying plainly rather than padding it: six facilities publish a standard overnight rate against a threshold of eight, and that is the real number for a market this size, not a shortfall in the work. We checked every reachable Philadelphia facility's site by hand, including Camp Bow Wow Philadelphia Northeast's pages, which block scripted fetches and had to be read live in a browser, and Doggie VIP's boarding page, which lists policies in detail and never states a dollar figure. The six that do publish a rate -- Gordon Groom, a pet-sitting and grooming business, at $70, Wag Watch at $65-83, Z Dog at $85, Camp Bow Wow at $63-89, Pup Play Club at $85-95, and Em's PAWSS's 24-hour homestyle boarding at $100 -- put the published median at $78, the second-highest of any market in this index after Chicago's $80, ahead of Dallas's $57, Tampa's $52 and Orlando's $46. Eight facilities publish a daycare rate; the median is $43.

Some structure sits underneath these counts. Doggie VIP operates two licensed Philadelphia locations, Park Towne and Riverwalk, sharing one website and one policy page verbatim -- every decision for those two listings carries an identical quote. Heart + Paw runs three Philadelphia storefronts under state license; only the Northern Liberties location we indexed is open, and its own site's Boarding/Stay page names three 'Stay' facilities nationally, none of them in Philadelphia -- this location does daycare only, whatever a chain-wide boarding FAQ might otherwise suggest. And Wag Days LLC holds a second Philadelphia kennel license, for a South Philadelphia address a few miles from the Fishtown location in this index, that belongs to no listing here.

None of this is a ranking. A facility that says nothing about staff-to-dog ratios is not worse than one that does -- it may simply not have been asked, or may consider the number proprietary, and Pennsylvania's own licensing regime has no opinion on the question either way. What an open Dog Law license tells a Philadelphia dog owner is narrow and specific: this business filed the paperwork, paid the fee tied to how many dogs it can hold, and was inspected at least twice in the last year. It says nothing about who answers the phone at 2am. That gap between what the state checks and what an owner actually wants to know is the same one this index measures everywhere else -- Philadelphia just happens to be a market where you can see the first half of that gap in writing.
